I'm a bit late replying to this one, but I know that some of the utility companies will help with BR fees - it might be worth speaking to the CAB as they'll have more information.
Tomorrow is a mystery, yesterday is history, today is the present, a gift to make the most of.

Hi HS,
A warm welcome to the forum, the fee consists of two parts the court fee and the official receivers fee.
If you are in receipt of certain benefits you can claim a reduction in the fee whereby the court will waiver their part of the fee.
This will discount the £495 fee to £354.
Unfortunately if you are not in receipt of these benefits then the full fee will have to be paid.
