Speeding fines will not be inluded in BR as far as I am aware.

agree that congestion charge and local authority PCN can be included

dont think that speeding tickets are exempt not certain

my understanding is that the ticket is issued provisionally that you accept the points and payment in preference to going to court.

if you do not pay (or have too many points)it will then automatically be refered to a local court and then not provable in bankruptcy.

Just to concur - fixed penalty notices or penalty charge notices issued on behakf of a local authorioty, including those in relation to the London Congestion charge are not fines for the purpose of section 150 of the Magistrates Act 1980 and they should be treated as provable debts ie included in bankruptcy and will be released on discharge in Bankruptcy (paragraph 40.2 Official Receovers Tech Manual)

Court fines in general are not provable in bankruptcy

The answer is most definitley yes the London congestion Charge is a provable debt in bankruptcy

not 100% sure but generally court fines or local government issued fines are not cleared in BR
