Not 100% sure what "factor bills" are - can you clarify - sorry if I am a bit slow tonight!!
Yes, you can include utility bills, overdraft at the bank and credit card bills if you are considering bankruptcy. make sure you have sufficient information before making that giant step - for many it is the best (and often only) solution, for others, there are more options.
