i filed bankrupcy in 2003 when would I beable to file again.

The fact that you have been bankrupt previously doesn't stop you doing it again.

These days a second bankruptcy isn't usually treated that much differently to a first one - if they are within 6 years of each other then you may be subjected to a bankruptcy restriction order (or undertaking) but my understanding is that the fact that you have been made bankrupt twice isn't, in itself, a reason for a BRO.

Assuming you have been discharged from your first bankruptcy, you should (assuming there are no other issues) receive an automatic discharge after 12 months.

There used to be a 15 year rule (if you went bankrupt twice within 15 years you wouldn't get an automatic discharge) but this was abolished in 2004.

welcome to the forum
if you are discharged from your BR in 2003 (you should be unless the OR had your discharge suspended for non cooperation)then you could declare BR again now.
it is quite possible you could get a BRU but it would depend on the situation
