Can anyone tell me if benefits are taken into account with regard to paying an IPA? eg housing, benefit, child benefit and tax credits?

Yes they are taken into acount when working out your surplus, but if payments are made they are taken only from non benefit income, so if your income is only from benefits you will not have to make any payments
