Hi redouane

you lodge your application in the local court that you reside in or have resided in predominantly for the past 6 months.

the court will need to know the centre of your main interest (COMI) once this is established the court can be identified.

(added after posting) the value of outstanding debt does not effect the court, it may direct actions for the Official receiver
