My partner was declared bankrupt in March of this year and now only receives income from benefits, he recieves DLA, mobility support, income support and what was incapacity. He also receives housing allowance and is undergoing severe treatments for mental health. The bank which receives his DLA payments was frozen 3 months ago and I have been in circles trying to find out why, today I have received a letter saying they have returned all the funds in the account to the trustee of bankruptcy as requested by him, this is to pay for my partner's carer... are they allowed to do this?

I would definitely take this up with the trustee as that seems very unfair.
Hopefully one of the experts will see this and be able to give you more advice.
