hi if a parent bought a car that i am the keeper of but was paid for by them on a card so they are the owner can it be taken

welcome to the forum
the legal owner is not necessarily the registered keeper.
if your parents bought the car and the invoice was in their name and they just let you use it and register it in your name for insurance purposes then the OR can not take it.
it may require an explanation to him and maybe a leter and proof of invoice but it should be safe.
