 In receipt of income support can I declare bankruptcy ?

I am in receipt of income support & disability living allowance, I do not have the fee, can i still declare bankpuptcy ?

I am claiming ESA which is a health benefit and was able to go bankrupt. The £150 was waved. I got the £450 paid by a charity.
Having no money did not stop my bankruptcy.

Without the fee then sorry but you cannot declare BR. The fee consists of £150 and £450, you may be able to get the £150 waived but everybody has to pay the £450, although you may be able to get help with it, have a look at this link.
