Is it wrong to borrow whatever I still can in order to pay for the proceedings?

are you working or in receipt of benefits? It may well be worth an appointment with your local Citizens Advice Bureau, not only can they help with advice with regard to fees etc (especiaily if on low or benefit income) they can assist with the forms required to enable you to file for bankruptcy)

I know the fees are really expensive but you should not borrow anymore money now that you know you are insolvent.
The OR will take a dim view of it and it could be classed as fraud as you would be taking the money out knowing you had no chance of paying it back.
