A fine was issued a few months ago, but the notifications weren't received due to an issue with the car not being registered at a particular residence. The car was towed away and eventually it transpired that the bailiffs had taken the car.

If the fine wasn't paid then the bailiffs can take the car. If the car was not registered at your address then the bailiffs obviously knew where you lived.
You can try and challenge but personally I don't think you stand much chance of being successful.,
I could be wrong though so hopefully one of the experts can help.
