bailiffs won't be sent in unless a creditor has successfully applied through the court for a CCJ.
Bankruptcy also prevents bailiffs arriving and taking any action.
More details are required to give a more informed reply. The fact that you have negative equity has no bearing on the use of bailiffs and as that is all the info posted it's not possible to judge.
