I had my phone interview today and the OR didn't say much about my expenditure list, do they normally contact you seperately about what is allowed and what is not and whether I will get an IPA or BRU.

they may never call you to discuss this particular issue. If they see no means for you to contribute to an IPA the subject may not be mentioned.
Of course if your I&E changes and you inform the OR they will review the situation. They have a year so they may not be in any rush.
