Hi I have declared BR last week ( the court cost of £150 was waived as I receive guaranteed pension credit ) I had to pay the other £360. I have a telephone interview in two weeks time. As it is a failed IVA due to retiring at age 60 with health issues. I am living on nothing but a state pension and receiving guaranteed pension credit. Will I have to enter into a payment plan? to be honest being on pension credit and the Council now paying my council tax and rent I have no disposable income.

It is highly unlikely that you will get an IPA as your disposable income looks to be below £100 a month.

This is somethng that you will discuss with the OR at your interview.
