The insolvency service has been trying to implement this change to their IT system since June, so it seems like they've finally got round to it. Hence the reason for the insolvency register being down is that part of the IT system upgrade includes recording bankruptcies etc which go on to the register. But if it's like previous upgrades, there could be gremlins, and disruption.
