 Would my husband be able to continue as sole trader ?

my husband is a sole trader hence self employed. he may have to consider bankrupcy due to personal debt not debt caused by his business he has only been sole trader for 3 months. If he proceeds to bankrupcy would he still be able to be a sole trader and work for himself and still be able to take out public liability insurance. thanking you for your help in this matter
