There are no set rules on establishing a centre if main interest here. The Sean Quinn case in Belfast may set out some guidance in the next few weeks.
At present you need only be in a bankruptcy jurisdiction for the greater part of the last 6 months.
If you are moving from abroad and have a job and home and utility bills, this may be enough to establish your COMI here. Each case is scrutinised by the OR on a case by case basis. The courts are now looking very hard at cases such as these due to the rise in "bankruptcy tourism" so be ready to prove you really do live here.
