I have received a final notice form a bailiff. Do bailiffs have the right to accept an offer to pay the debt off in monthly instalments

This is something you possibly need to sort out with the company that you owe the money to.

Give them a ring tomorrow to find out.

I'm guessing you mean, are the bailiffs obliged to accept an offer of weekly payments if you make one ?

The short answer is no. They may accept an offer if it is of a substantial amount and they can see there is no other way they will get paid, but they don't have to.
