 bankruptcy was in april 2003 discharged 1/4/2005

my bankruptcy was in april 2003 and I was discharged in 1/4/2005 when can I expect to have my credit rating improved and expect to get a decent loan offer approved

Firstly welcome to the forum.
There are things you can do to improve your credit rating, certain pre paid cards help do this.
In theory you are credit worthy as soon as you are discharged but in the financial climate we are in at the moment a secured loan/mortgage would likely only be accepted with a good size deposit eg 30%.
As for unsecured lending there will be some available but the interest rates will be shocking until the BR is off your credit file 6/7 years.

Other things which can help are an up to date mobile phone contract, bank account and mortgage (if you have one).

Have you checked your credit files with Experian, Equifax and Callcredit ???
Sometimes the creditors do not update your file as debt satisfied.
If they havn't you can ask them to and if they don't the credit reference agency will sort it for you.
The sooner the files are updated the sooner all the bad history goes off the file
