I am currently filling out question 6.9 on the Statement of Affairs form and do not know my income tax reference number or the address of the tax office.
My partner and I are now on benefits and have been for some time.

you could try through your respective most recent employers, but as neither of you have any record of this info nor have you been employed for some time, just enter not known or no records.
The OR can establish the information through HMRC by quoting your national insurance numbers if they wish.
