One of my friends was declared bankrupt in Nov 2008 and is due to discharge Nov 2009. The OR has not contactd him re an income payments agreement. If that has not been concluded pre his discharge is that it, or can they come back after that stage and still force an IPA?

No, if the IPA isn't implemented before the person is discharged then it cannot be implemented at a later date.
