We go BR in 3 weeks, would it be OK for me to sell our car and buy a cheaper one? then use some of the money to fund our fees and give the rest to the OR. I have had about 3 valuations all around the same mark, the only problem is that they are about £300 less than the valuation on the Parker website

in a word yes...
if you can show 3 separate valuations from garages showing the figure you sold the car for is what the trade price was at the time that should be fine.
use the money to buy another car less than £2000 and pay your fees and give the remainder to the OR
