| if my case as gone to RTLU with chance of ED ,does that mean that the OR as received my INCOME AND EXPENDITURE form and passed it on cheers |

The RTLU is just a different part of the OR's office, the one that deals with the realisation of assets. Your case is passed to them when the OR has finished with your case whether you are likely to get ED or not.
If you are unsure whether the OR has received your IPOQ then it wouldn't hurt to give them a call in the new year to check.

I SOLD MY HOUSE AND PAID EXCESS CASH TO V.A.T MAN ,IF THERE WAS A PROBLEM WITH THAT WOULD OR INVESTIGATE OR RTLU.

I'm sorry, I can't help with that one, although I would imagine it would be the OR.
