If I was to declare myself bankrupt would tax debt for the 2010/2011 tax year be included on a pro rata basis ?

I believe that tax debts prior to you declaring BR are included.

Hopefully one of the experts can advise further.

If you go bankrupt before the end of the current tax year, the tax that is due will be written off. You will then get a zero tax code until April and then when the new tax year starts again, you will get a new tax code.
