Just wondering, if you was considering BR and had some questions re stuff you wanted to get an OR's opinion on, are you able to give them a call first and pick their brains?
I honestly dont know but I would hazard a guess and say NO. If you want to know anything then I think its up to you to research yourself. HM sites will tell you everthing that you need to know, but as you first asked, it all comes down to who your OR is and, NO I dont think you get to find out before hand.
The OR doesn't comment upon specific cases and in my experience really needs to focus on the aftermath and doesn't have the time to advise people before hand.
In reality they might be opening themselves up for claims from creditors if they gave advise without knowing ALL of the facts and this would mean a lengthy fact finding session before advice can be realistically given.

There is a helpline that can give you general information, but they are unable to offer advice as such. As Paul said you can imagine the problems it could cause for them if they did.
We have phoned the helpline a few times with general questions and found them to be very helpful. As the others have said, they have been general questions though about how things work etc and not asking for advice.
