As far as I am aware, you can open one now. That is what we have done for my husband, although he won't start actually using the account until he is BR.

As mr&mrs has said you can open one now, takes about 10 days to get all the info back, make sure that on the day of the hearing that you only leave enough for the essential living costs, ie: dd's for that month.
