Dont know if anyone will know the answer to this. If somebody rents a business property (shop) and pays the rates and business council tax on it and it has a couple of rooms upstairs with sink and toilet, is it legal to register the said person as their main residence even though the said person may live somewhere else. There is nothing dodgy about this question, just that my partner is paying twice the amount of most council tax payers and we hoped we could use this address as our main abode (on paper).

Hi

it most certainly wouldn't be legal.

I don't quite understand the reasoning behind the question. The commercial property would not have planning permission for the upstairs to be used as somewhere to live unless it met with the necessary building reg's.
However, and I am only guessing so correct me if I'm wrong, that you only seek to use the address to avoid having your true home address being published in the local press.

If I'm wrong (happens frequently) please advise how you believe your plan would be of any benefit.
