whom if anyone do the courts advise directly of a bankruptcy
eg do they advise BT/utilities

Welcome to the forum.

The OR will inform all of your creditors and possibly your landlord (if you rent) depending upon the rental agreement but as far as I am aware he won't advise BT/utility companies.
