If my income is nil, how can I declare Bankruptcy?

You're income has no bearing on whether or not you can declare bankruptcy.

If you cannot pay your debts, have no assets to lose (such as a house) then you can petition for bankruptcy.

If you are not earning anything then you will not have to make any payments into an Income Payment Agreement.
