 Hi, can you explain who deals with a bankruptcy,

Hi, can you explain who deals with a bankruptcy, is the insolvency person an agent for the O/R as this person has an insolvency.gsi.gov.uk email but says they will refer to the O/R? thanks

The OR is responsible for dealing with your case. They can use other departments for assistance in some matters who would then report their findings to the OR.

The Insolvency Service page has some of the details of when the OR would use another department but this may not be the complete list:

Enforcement Directorate

The Enforcement Directorate has a range of responsibilities dealing with misconduct and wrongdoing uncovered by official receiver’s or Insolvency Practitioners.

Criminal Allegations Team

Official receivers (ORs) submit reports to the team alleging criminal offences they have discovered in bankruptcies and companies in compulsory liquidation. Insolvency practitioners (IPs) submit reports in voluntary liquidations. Where appropriate the team liaises with the BERR prosecuting authority to take forward the investigation and prosecution of these offences.

When an OR considers that a bankrupt should be subject to bankruptcy restrictions beyond their usual discharge date, they will submit a report seeking authority to apply to the court for a Bankruptcy Restrictions Order for 2-15 years. Where it is in the public interest, the team will authorise the OR to make this application.

These are just some of the departments that the OR can use for assistance during the investigation into the BR's case.

I am sure that not all of them will be for wrong-doings that the OR may have uncovered. Does the letter/email say what they are investigating?
